Borger
City Council
The City of Borger is a Home
Rule City governed by a Council/Manager style of government.
The citizens elect 5 council members at large to three
year staggered terms. Each May, the Council members
then elect one of their own to serve as Mayor.
The Council appoints a City
Manager to see to the day to day administration of
the City. The City Manager appoints the City Secretary
and City Attorney subject to approval of the City
Council.

Jeff Brain, Mayor
Jeff was elected to the Council in 1997 and appointed Mayor in 2004.
He is a graduate of Borger High School and holds
a Bachelor of Arts degree from Westminster College
in Fulton, Missouri.
Jeff is President of NGS, Inc. (Natural
Gas Service) an energy service company. Jeff,
together with his wife Rene, are the proud parents
of Alisha and Ashely.

Charles Gillingham,
Council Member
Charles was elected to the Council
in 2001. He holds an associates degree from
Cameron University in Lawton Oklahoma and a
Bachelor of Science in Chemistry from Southwestern
Oklahoma State University in Weatherford, Oklahoma.
Charles spent 5 years as a chemist
for Bell Oil & Gas in Ardmore, Oklahoma
and 37 years as an Analytical Chemist and Lab
supervisor for J.M. Huber Corporation. Charles
and his wife Polly are the proud parents of
2 children, 5 grandchildren, and 2 great grandchildren.

Leon DeWeese,
Council Member
Leon was elected to the Council in
2006 and elected to serve in the absence of
the Mayor in June 2008. He is a graduate of
Borger High School and was certified as a Municipal
Court Judge at Texas Tech University School
of Law in 1978.
Leon spent over thirty-two years with
the City of Borger and retired in 2003 as Municipal
Court Judge.

Marvin "Bubba"
Dickson,
Council Member |

Robert L. Vinyard,
Council Member
Robert was elected to the council
in May of 2008. Robert is a graduate of Borger
High School. He and his wife Martha are the
owners of two businesses in Borger. Industrial
Pest Management, and Robert Vinyard-Locksmith.
Robert and Martha have enjoyed being in business
in Borger for over 20 years. They have three
children, and six grand children. Robert has
been a volunteer in various areas of the city
and county to include, Hutchinson County Airport
Board, Hutchinson County/Borger Department of
Emergency Management, and the Red Cross. Robert
has also served on two state boards, the Texas
Locksmith Association, and the Texas Pest Control
Association. Borger has always been home, and
I feel that as long as I have anything to offer
to this city, I will support it’s growth
and it’s diversity.
